NZIQS Member wins International Awards

Marcel Frei, a QS graduate of CPIT, Christchurch and Massey University, Wellington was awarded the PAQS-IWATA scholarship for the second successive year at the annual Pacific Association of Quantity Surveyors Annual (PAQS) meeting and Congress at Resorts World, Singapore last month.  The submitted papers are reviewed by a panel of international assessors from QS graduates and post graduates who are members of the 10 PAQS national QS institutes.  Marcel also won the inaugural PAQS-IWATA scholarship in 2009.

Marcel’s prize was for sponsored return travel, accommodation and registration at the PAQS annual Conference as well as suitable recognition for him to present his paper which he hopes will eventually lead to a PhD.  Marcel’s paper was titled “INNOVATIONS FOR SUSTAINABLE COST MANAGEMENT SERVICES IN A BORDERLESS WORLD”. 

At this same congress Marcel was also awarded the International Cost Engineering Council’s (ICEC) Ken Humphries award for 2010.  NZIQS congratulates Marcel.  As well as Marcel’s proven academic ability these awards also demonstrate the value of the QS programme in preparing QS’s for their professional life. 

In 2009 the Conference was in Kuala Lumpur, this year, Singapore and in 2011 Sri Lanka.

World First PAQS Degree Accreditation for Unitec’s B Construction (CE)

At their annual meeting in Singapore last week, 9 countries of the Pacific Association of Quantity Surveying (PAQS) approved the Bachelor of Construction (Construction Economics) at Unitec Auckland as the first degree to be accredited through the PAQS accreditation programme.  The Certificate of accreditation was presented by the President of PAQS, Teoh Wooi Sin accompanied by Chua Siow Leng, Chairman PAQS Education Committee to Associate Professor John Boon, FNZIQS, representing Unitec.  The national Institutes of New Zealand, Australia, Singapore, Malaysia, Sri Lanka, Canada, Hong Kong, Japan and South Africa in the PAQS group have endorsed the accreditation certificate.  The institutes recognize the Construction Economics major of the Unitec Bachelor of Construction degree as a suitable degree for academic qualification for membership in their quantity surveying faculty and therefore appropriate with work experience for QS work in their respective countries.

Economy watch - Is the Arabian Property Market under pressure?

We asked members to review buisnesswire.com. and seekingalpha.com.  Articles on the Arabian property market and give us your views. Our Dubai Correspondent writes…

I have to agree that Dubai’s bubble has burst but then they had the most to lose and really something had to happen.  When the credit crisis echoed around the world its effects on Dubai were virtually instant.  It seemed it only took days before the once frantically busy building sites became ghost sites.  Even now there are still a lot of half competed projects sitting lifeless in Dubai but the news is not all bad.  Gradually these projects are being restarted again but at a seemingly much slower pace most probably due to the lack of current demand.  Getting payment is probably still the biggest problem contractors have.  Dubai World - although the largest contributor to the emirate states debt concern ($50+ Billion) has stated it will pay all creditors in a 5-8 yr time frame.  It is currently proposing a major financial restructure to its creditors.

Abu Dhabi, the capital city of the UAE and richest oil producer out of the seven Emirate states was far less affected by the crisis than Dubai and is currently experiencing a building boom.  Good accommodation had always been more expensive due to a poor supply in the capital but rental costs are slowly dropping in Abu Dhabi as well (although not by the 40-50% pre-crisis drop Dubai has suffered) due to a number of apartment building projects being completed and the governments decree of making housing more affordable.

Saudi Arabia is also experiencing a huge building boom at present while also encouraging international companies to set up and bid for the work.  They rely on good expatriate people to work on their projects but it’s the least preferred country to work for.  Cement firms in Saudi are all experiencing 2nd quarter sales increases of more than 12-13%.

Qatar is also experiencing a building boom - it also has not been too affected by the crisis - huge financial surplus due to its immense gas fields.

Dubai has lost a lot of its workforce - mainly construction people - they left in droves although the media will say otherwise.  I talk to taxi drivers who are being directly affected by the change.  They all say - no people any more - business is very bad - some of these guys work for 12 hrs for a fare total of 150 AED.

($60NZ). The government bought in a law that prevented any companies from dismissing any Emirati nationals - even if they had nothing to do!  Thus putting pressure on any remaining expatriates.

Josh Tattley, Student Member, wins Sport/Academic scholarship

Every year Harbour Sport and Massey University Albany give out up to 3 scholarships.  Applicants must be representing North Harbour in their chosen sport and also excel in academics.  On Wednesday 28 June 2010 Harbour Sport chief executive Toni-Maree Carnie presented a scholarship to Joshua Tattley, a Bachelor of Construction student who received this scholarship for his high level of representation in both North Harbour Hockey and also North Harbour and Auckland athletics.  The major achievements in these sports for Josh were the North Harbour Under 21's hockey team that came runners up at the national’s tournament at the age of 18 in 2009 and also finishing 2nd in the 800M senior boy’s secondary school athletics nationals in Timaru in December of 2009 (sounds like another Peter Snell in the making).

  1. I don’t really mind if it is free or not, but if there is the requisite achievement it should be offered to the member, instead of it being something that you have to apply for.
  2. Would be a very positive step in the right direction

  1. Every other registration category in the construction industry [and others] has a significant/elevated/highest status even though most of these are set by legislation.   We should continue to piggyback on this industry "illusion" of most accountable and keep ours as the penultimate status level.[or over my dead body should this ever occur !!!!!!!!!!!!!!!!!]  Thanks for the wake up call.
  2. Should not be automatic; Needs proper qualification and attributes of applicant
  3. This may dilute the calibre of Reg.QS accepted.
  4. That would be too easy and would down grade the Reg. QS Status-and I say this even though I need to go through this process myself.
  5. I think there should be some check on the level of competency before attaining this level if the institute is to retain a very high regard for this level among the general public.

Fantastic response members, thank you.  75% said YES. Unregistered QS’s 24-1 For. Registered QS’s 9-6 Against. 40/1350=3% response rate.  Everyone votes for free stuff. In order to avoid the death of at least 1 QS it appears there are some fertile issues to be debated before “automatically processed” can become a reality. We will revisit the subject again in the future with more information about the Reg.QS hoops post CPD Accreditation. Please consider this closely related matter next…

I am not currently CPD Accredited because…

Reg.QS is an additional award available to many members when they have become CPD Accredited. However, there must be a reason why so few eligible members apply to be CPD accredited?

      Possible Reasons are…

  1. Members consider CPD is necessary ONLY IF YOU WANT to become Reg QS?
  2. Members consider ANZIQS or MNZIQS is the end for formally recognised qualifications?
  3. Members consider their current roles too remote from pure quantity surveying that CPD is irrelevant or less relevant?
  4. NZIQS, Government or employers do not require QS’s to actively pursue CPD!
  5. Other reason not highlighted above…

Auckland CPD News

Fletcher Construction: Eden Park site visit, 2:30pm 20 August 2010.  Invitation to see the facilities that the Fletcher team has prepared for you to enjoy as you watch the All Blacks take out the Cup next year. This event oversubscribed.  Unfortunately some members will miss out.

MOTAT Aviation Display Hall: Laminated Veneer Lumber, 7am to 8am 26 August 2010.  Carters in conjunction with NZ Strong invite you to join them for a bacon buttie, a hot cup of tea and a presentation on Laminated Veneer Lumber (LVL) in action at MOTAT’s new Aviation Display Hall currently under construction.  Carters Fabrication Manager, Aaron Quinn, will provide attendees with his in depth knowledge of all things LVL with a focus on the technical challenges faced during fabrication and erection on this project.

Otago CPD News

Social Events

  1. 10 Pin bowling.  A possible student vs. veterans’ event?  Date to be set.
  2. Curling still proposed for September.
  3. Proposed shooting event – an organised shoot at Waldronville Gun Club to be arranged for November.
  4. Annual golf event to be organised for March 2011.

CPD Events

  1. Branch discussion on the question of reviewing NZS4202 to be held, with a view to presenting the opinions of the Otago Branch to Council as one submission. Date to be set.
  2. BIM event John Boon presentation – to be booked for Thursday 19th August.
  3. Gas works visit – BR has ascertained that any time in August would be good. Aim for Tuesday 24th at lunchtime.
  4. Forsyth Barr Stadium – JR is trying to co-ordinate a site visit with a presentation by the Foil Tech national rep. Option to pursue for October.
  5. A Construction Contract Act Q&A – Target for last two weeks in September

We are having a meeting this Thursday 12th August and will update these events for next issue.

Canterbury CPD News

Due to popular demand, the Canterbury branch will be holding a pool evening at the Dux de Lux at the Arts Centre at 5.30 on 9th September 2010.  Mark your diary and watch for the notice.  This will coincide with the council meeting, which will be held during that day.  Last year’s event proved very popular, particularly with students. A notice will be emailed to members in due course.

XD  NOTICES

The Value of CPD accreditation & Registered Quantity Surveyor award – I have occasional queries from members on the value of CPD accreditation and the Reg.QS award.  As an indication of value you need to be aware that I am being asked more and more frequently by government officials and potential clients for a list of members who have a commitment for continued learning or have approved CPD accreditation.  Government and more frequently clients, insurers, banks etc want to know that quantity surveyors have CPD equivalent to that required for architects, engineers and all licensed building practitioners.  Occasionally I have queries from overseas QS institutes requesting confirmation of the member categories requiring compulsory CPD accreditation as a membership requirement, noting that these organisations ALL require compulsory CPD for their members to remain a ‘qualified or corporate member’. 

I refer ALL queries to the website list of members who are Registered Quantity Surveyors as the only membership group with evidence of CPD commitment.

Mentoring Agreements – NZIQS has student mentoring agreements for two degree programmes – Massey University - Albany Campus and Unitec Auckland and for QS National Diploma students at CPIT. On 12 August 2010 a new agreement is to be signed in Wellington with Weltec for the NDQS students and later this year an agreement will also be signed for NDQS students at Bay of Plenty Polytechnic Tauranga.
