Head Turner  - The “D4 Customhouse”

The final account for the “D4 Customhouse” project is in the process of being wrapped up this month. The attractive six level wedge shaped building designed by Studio Pacific Architecture for Wellington’s CentrePort Limited achieved Practical Completion on 10 September, with the official blessing by local iwi on the same day. The design team have achieved a 5 Star rating under the NZ Green Star Office Design criteria. New Zealand Customs will occupy all five upper levels with ground level sub-tenancies and car parks. The design/build team was headed up by Fletcher Construction along with remaining design consultants Dunning Thornton, Beca, Tonkin Taylor and Marshall Day.  Rider Levett Bucknall were project Quantity Surveyors.

The second "Pool at the Dux" evening report

Here are some pictures of the very successful social evening that Canterbury branch members enjoyed at the Dux Deluxe, Thursday evening 30 September 2010. We were lucky to be joined by our President Keith Harvey and XD John Granville. The latter formed an almost invincible partnership with Julian Mace, and remained Kings of their table well into the evening.

We had approximately 35 members altogether, with a great turn-out from students despite it being their holiday time. We all paused for a few minutes to congratulate Neil Walker on receiving his 20-year certificate from the President. We also congratulated Herman van Herel, our current branch vice chairman, on his promotion to Otago Regional Manager for Calder Stewart. We will be very sorry to see Herman go, and will miss his support on the branch board, but we know he will receive a warm southern welcome in Otago.

This is the second "Pool at the Dux" evening, and it seems so popular that it may well become a regular annual event!

NZS 4202 review process update

Members will recall the conference workshop reported a desire for NZIQS to align its SMM (NZS4202) with the latest in industry design and specification techniques, BIM, etc. There was also a survey of members views prior to and post conference. We recently asked the review committee to provide a brief update of where this is at, following progress made at Conference.

--------------------------------

The review committee have been working behind the scenes with MasterSpec to come up with a Tender Summary that goes into the NZIA Standard Conditions and is basically used for all the non-scheduled tenders. This is now pretty much resolved. Should have a final version this week sometime.

This will then give us an initial set of sections to focus on for the new CBI based SMM, and will mean that any SOQ’s produced under this system will parallel the Tender Summary contained in the NZIA Standard Conditions.

NZS 4202 committee met last Friday to establish a strategy for moving forward. Quite a bit of discussion took place regarding the future technology developments that are currently taking place. We will now be meeting fortnightly to review and write up the rules of measurement, section by section for the next few months. I expect this will be a bit of a hard slog, but we will get there. The first section will be Concrete Masonry which is not too onerous in itself, but will be the guinea pig for setting the format.

Cheers, Ray Knowles. NZS 4202 Review Committee

Are buyers willing to pay for GREEN BUILDINGS?

Peter Busby, one of Canada’s leaders in green architecture, and Bob Rennie, the influential Vancouver condo marketer who is the last say for many developers on what will sell, both dialogue on the question of whether or not buyers are willing to pay for GREEN BUILDINGS?

Edited Dialogue extract follows…

Mr. Busby: Well, developers will always construe facts to suit themselves. They’d rather not do the green stuff so they’ll tell you it costs five or 10 per cent more. But you know what, we have to get them to do it. We’re going to bring in four or five of our best developer clients and we’re going to sit them down and say, ‘Okay, here are the cost plans of all of our latest green buildings that have been built, and here’s what we think they cost. A quantity surveyor has taken this material from actual construction prices. You need to know, you need to be informed, you need to have the facts...

Mr. Rennie: But we can’t just tell the consumer to pay more. This has to actually work for them and, if it doesn’t, they aren’t going to buy it. They’ll move somewhere else, out of Vancouver. And, in the end, that’s what we have to look at, not just what rich people in the city are willing to pay for!

XD Notices – Terminated Memberships & AJCEB

Terminated Memberships – It is that time of the year when Council approves the termination of memberships for those members who have neither paid their subscriptions for the year nor contacted the NZIQS office with a request for exemption or reduction with reason for Council to decide.  The reminders for payment throughout the year are sent alternately by mail and e-mail as many members shift homes/addresses. The difference between a terminated membership and a resignation request is that on rejoining, terminated members must pay a rejoining fee while the polite members who have requested a resignation will not.  Student members who have an invoice who are fulltime equivalent students in 2010 WILL have their invoice reversed and not be terminated, IF they provide evidence of full time study which could be a record of papers paid for during this year or an e-mail from a tutor. Only your tertiary institute knows this information – NZIQS does not.

AJCEB – NZIQS is a sponsor of an academic journal – The Australasian Journal of Construction Economics and Building, with AIQS, SISV, AIB and NZIOB. Until now it has been in hard print and has had a very limited circulation but the Bulletin is now on line for any member to see. The link http://www.ajceb.info/ will be placed on NZIQS Website Forum Index/NZIQS News next week. Members, especially those furthering research and study are encouraged to forward papers for consideration by referees for peer review and publishing in the Journal.

Promotion of NZIQS and the Registered Quantity Surveyor
 (Message to Earthquakefix.co.nz partners)

NZIQS are an early branding partner and beneficiary of the marketing push initiated by the Contractors Federation to gather together under a single marketing umbrella building professionals who are “Competent and Qualified.”

randstad ad

Advertising this website has produced way beyond 10,000 page hits and people are now staying in the site for around twice as long, there have been 5 radio interviews regarding the site, one TV item focussed on the site click here to view, 10,000 fridge magnets have been distributed with twice that number in production for distribution, there are 5,000 bumper stickers being circulated, a ‘social networking campaign’ has been initiated using Facebook and Twitter, ½ page advert in the Chch Press special edition, and much, much more…

NZIQS have a high profile in this campaign and it is important you review the website front page [QS Link] and the NZIQS page where we talk about “Competent Qualified” quantity surveyors [QS Link]. It is the editor’s view that the purpose for such a website will outlive the need to fix the earthquake and this site will live on in the future representing the best qualified & competent building industry professionals nationally.

A to M Transfer Progress – bad news

Bad news, progress has stalled. It seems by devoting the e-bulletin September issues to the Earthquake and other matters that transferring from Associate to Member category has dropped from our thoughts. So far 158 Associates of all ages have made the move (WHICH IS FANTASTIC) but there are still a whopping 250 Associates, who the XD believes are the “hard core” devotees to their hard earned qualification. I believe the hardcore is more like 50 to 100 and we can get at least another 150 voluntary transfers before the next AGM. So we ask our highly valued Associate members to contemplate what they can do today for their institute…

The Institute has the following VOLUNTARY goals to motivate quantity surveyors to achieve;

1.    Attract Students to join the Institute; - Excellent
2.    Attract members to Branch and Council committees; - Very Good
3.    Attract qualified members to mentor Students; - Good (more needed, see next)
4.    Unite Associate and Member qualified members under the Member category; Fantastic Start
5.    Lift the number of qualified members accredited with CPD; - Poor, ideas needed!
6.    Lift the number of CPD accredited members to Reg.QS status; - mainly a CPD problem!
7.    Ensure Fellows and Life Members are elevated by their peers BEFORE they retire. – Poor

You can do it - BUT YOU HAVE TO WANT TO DO IT…
I Volunteer to Transfer from Associate to Member category…

(Free, processed automatically, new Member membership cert acknowledges date Associate status orig gained)

NZIQS Mentor Recruitment Programme

NZIQS members are providing mentoring services to QS students all over the country. However the programme is growing and students subscribing to the programme (and therefore showing high interest in joining) are outstripping the current supply of NZIQS mentors in some areas. (Mainly Auckland).

Call for more Mentors. While demand varies in the branches, this is a long term project and all areas are expected to grow. Also Council requires Branch Boards to recommend mentors for Council approval before entering the programme and this process takes time. So the E-bulletin is starting a mentor recruitment programme to fulfil the current shortfall and build a bank of mentors in advance of growth expectations.

I am interested in Mentoring QS Students for NZIQS

(I understand NZIQS will provide formal guidelines about the mentoring process)

Where should we draw the line on COMPULSORY CPD?

Council, who have a policy of promoting only CPD accredited members externally, are raising the bar 1 notch for all Associates, Members, Fellows and Life Members who are NOT CPD accredited. But this only parallels the requirement for all other construction professionals.  The introduction of Voluntary CPD and the external promotion of CPD accredited members (Reg.QS) have come long after a much longer standing convention of elevating members with exceptional qualities to Fellow or Life Member status.

What is a Fellow or Life Member?

Fellow = senior QS (min 10years) of Exceptional standing (amongst other criteria).
Life Member = QS who has made an exceptional contribution to the profession.

The promoting of CPD accredited members externally, thus excluding some members with exceptional qualities (due to lack of CPD), seems counter intuitive? Are these members exceptional or NOT? To bring the exceptional members into line with a modern external promotion policy, it may be time to consider making CPD compulsory for Fellows and Life Members so that in future exceptional is partly defined as “must be CPD accredited.”

------------------------------------------------------------

Fellows statistics *. Currently a total of 66 with 35 (53%) already CPD accredited. This is testament to their exceptional qualities as they are proportionally way ahead of all other qualified members in adopting CPD in their professional lives.

Life Member Statistics *. Currently a total of 12 with 2 already CPD accredited, the remainder are known to be retired ** or working rarely and in a special role. Life Members tend to be older and most were Fellows prior to award.

------------------------------------------------------------

So we are already on the winning road with these exceptional members. And if the rest of our senior members (approx 30) become CPD accredited then collectively Fellows and Life Members truly are exceptional by setting a consistently very high standard for the rest of us to follow!

Do you support compulsory CPD for Fellows?               YES   or   NO

Do you support compulsory CPD for Life Members?    YES   or   NO

We are seeking member’s views with the hope of stimulating discussion about the role continuing professional development should play in our professional lives for the good of the profession.

* Statistics are based on the 2009 year book.
** Retired members are non-practicing and therefore do not requiring CPD accreditation nor promotion to the public.

QS Computer Maintenance – prevent your laptop from overheating

Laptops are prone to overheating due to restricted ventilation space. You can suffer repeated complete power loss or worse. PC CPU’s generate extraordinary amounts of heat. Laptops have heat sinks in the form of a gold snake that transfers the CPU heat to a radiator grille. A fan draws in and blows air through this grille and out of the casing. Electro statically charged lint comes to rest on the radiator grille and slowly, like old age, accumulates until a fine layer blocks most of the venting capacity. If your laptop is more than a year old it will be starting to suffer from this. At 2 years you are in risk territory. Accessing the fan side of the grille with a vacuum cleaner should solve the problem. A technician (who will check your fan and CPU) can do this for you while you wait at minimal cost with dramatic performance improvement. Based on the true story of a QS Laptop overheating.

Extracting the GST Value

Some invoices will be calculated incorrectly as we transition the change period. We have updated the once simple division rule for extracting the GST value from a GST inclusive value to assist you in quickly checking invoices.

Starting with $10.00 then add GST…

1986 GST rate 10%. Inclusive price = $11.00 Divide by 11 extracts GST value of $1.00.
1989 GST rate 12.5%. Inclusive price = $11.25 Divide by 9 extracts GST value of $1.25.
2010 GST rate 15%. Inclusive price = $11.50 Divide by 7.66 extracts GST value of $1.50.
If you start with $100.00 use 7.666.
If you start with $1,000.00 use 7.6666.
|If you start with $10,000.00 use 7.66666, etc. #6’s needed = # whole number placeholders.
